Just as God is the only source of existence, so, too, is God also the only source of “motion” or action, the only reason why things can “happen.” All other motion or power in the world derives from God. When discussing human procreation, for example, Wesley notes:

“God is the maker of every man who comes into the world.” For it is God alone who gives man power to propagate his species. Or rather, it is God himself who does the work, by man as an instrument… . God is really the producer of every man, every animal, every vegetable in the world; as he is the true primum mobile, the spring of all motion throughout the universe.21
